TRI-COUNTY TELEPHONE COOPERATIVE
ProjectTri-County Telephone Cooperative, Inc., an independent telephone cooperative providing telecommunications and DSL broadband services, merged with West Wisconsin Cable Cooperative, an independent cable TV cooperative which provided video and cable modem broadband services.
The new company, Tri-County Communications Cooperative is a full service voice, data, and video provider covering fifteen communities in west central Wisconsin. The company asked Finley to assist with upgrading their equipment in order to provide secure video services to all of their customers. In addition, the existing RF facilities were overloaded in many of their communities.
SolutionSince the existing RF head end was in good condition, Finley proposed to add IPTV transcoding and encoding equipment to serve the copper plant. Finley engineers managed the RFP process, technical evaluations and then provided competitive bid analysis, as well as consulting during construction.
OutcomeThe system was configured to compress ten to twelve channels into the space of a single channel, allowing TCC to increase their channel count in the RF system. The equipment also provided a constant bit rate MPEG2 Standard Definition signal and twelve MPEG4 High Definition video streams for distribution in their copper plant. Finley also worked with TCC to reprovision their data network to ensure viability well into the future and to eliminate tiling in the broadband access equipment.
