Michael Boehne
President & CEO

Mike Boehne was named President & CEO of Finley Engineering in 2012. He has more than 35 years of experience in the telecommunications business, working in the financial and management sectors. At Finley, Boehne is responsible for managing the day-to-day operations of the departmental offices. This includes collaboration, standardizing of company policies and processes, and increased emphasis on profit and revenues. Prior to being named President and CEO, Boehne served as President & COO and Vice President of Business Development, responsible for project management, business marketing and development.
Prior to joining Finley, Boehne was Vice President of engineering, technology and architecture for McLeod USA. At McLeod, he helped launch the Ovation executive team, was Vice President of the technology services group, and was responsible for all engineering, operations, and system support. A founding member of the Onvoy Telecommunications Company in Minnesota, Boehne has a technical degree in telecommunications supplemented with extensive technical management and financial training obtained through years in the industry and participation in industry events. Boehne is based in Minneapolis and has worked with numerous key clients, including Mankato Citizens, Hickory Tech and Camp Ripley.
Phillip Carroll P. E.

Phillip Carroll, Vice President of the Power Group for Finley Engineering, has been involved in the electric utility industry for the past 21 years. Managing multi-million dollar projects around the country, Carroll has been responsible for the design of distribution and transmission lines, material specifications, contract administration, final acceptance, and close-outs. He is also a registered Professional Engineer in the states of Nebraska, Oklahoma, Texas, Washington, Oregon, California, New Mexico, Nevada and Arizona.
Prior to joining Finley, Carroll worked at the St. Joseph Light and Power Company/Aquila, a Midwest investor-owned electric utility. His experience there included transmission and distribution areas which included design and construction of projects ranging in size from 12kV to 345kV, in both rural and urban environments.
Carroll earned a Masters of Arts in Business Administration from Northwest Missouri State University and a Bachelor of Science in Construction Engineering Technology from Missouri Western State University.
Larry Fausett P.E.

Larry Fausett is a vice president for Finley Engineering and manages the telecom division at the corporate headquarters located in Lamar, Missouri. Fausett began his career at Finley Engineering as a summer intern in 1991 and was hired full time as a staff engineer in 1995. Since that time, he has progressed through supervisory roles, became a Licensed Professional Engineer, and is now a vice president of the company.
Fausett's expertise in outside plant has been utilized by designing numerous copper and fiber broadband networks, reviewing plans and specifications, and overseeing detailed cutover information for both large and small local exchange carriers. He also reviews contracts for building renovations, switches, access equipment, and fiber terminal transport equipment and has notable experience with RUS Loan Designs and post loan engineering services.
In 1994, Fausett was inducted into Chi Epsilon, the local chapter of the national civil engineering honor society. Fausett graduated in 1995 with Cum Laude honors earning a bachelors degree in civil engineering at the University of Missouri-Rolla and he currently lives near Lamar, Missouri with his wife and six children.
Mark Heidecke, RLS

Mark Heidecke has been with Finley Engineering for 35 years and serves as the Vice President/Department Manager for the Beaverton, Oregon office. He is responsible for the project management of all engineering, surveying, right-of-way acquisition, and permitting programs.
Heidecke has been responsible for the survey, mapping, right-of-way acquisition and permitting for over 3,000 miles of transmission line, fiber optic cable and gas transmission right-of-ways. With extensive experience in telecommunications and electric transmission design, Heidecke has worked on many projects, including San Diego Gas and Electric's Sunrise Powerlink Transmission Project and the Pacific Gas and Electric's Jefferson-Martin Underground Transmission Line.
Previously, Heidecke was a Supervisory Land Surveyor for Bonneville Power Administration where he served as the condemnation specialist and expert witness in BPA condemnation proceedings. He is also a member of the National Society of Professional Land Surveyors, Professional Land Surveyors of Oregon and the Illinois Professional Land Surveyors Association.
Ben Humphrey

Ben Humphrey has been with Finley Engineering for over 30 years. Starting out as a Field Technician, Humphrey has ascended to his current position of Vice President/Manager of the Minnesota division by working as a field manager, project manager and senior project manager. Specializing in plant construction and management, Humphrey is responsible for engineering service project estimations and contract management, system planning, cost studies, preparing budgets, establishing design criteria for copper and fiber optic networks.
Over the years, Humphrey has helped build networks for many clients, including Sprint, AT&T and MCI. He is also a member of the Building Industry Consulting Service International and is a certified real estate broker.
Todd Linke, P.E.

North Dakota
Todd Linke is a Vice President and the Department Manager of Finley's Bismarck, North Dakota office. A Finley employee for more than 20 years, he manages all aspects of the company's operations in North Dakota, South Dakota, Montana and Wyoming.
Linke started his career with Finley as an engineer doing CAD mapping, writing software programs, and testing digital switches and fiber optic transmission systems. In 2002, he took over as department manager for the Bismarck office.
Through the years, Linke has worked with numerous clients including Valley Telecommunications Association, BEK Communications Cooperative, Range Telephone Cooperative and Dubois Telephone Exchange, Inc. Of note, Linke has worked on Fiber in the Loop systems for rural areas since the early 1990s and currently specializes in Fiber to the Premise solutions. Linke is a graduate of North Dakota State University with a bachelor's degree in Electrical & Electronics Engineering, with an emphasis in computer hardware and software engineering.
Dean Mischke, P.E.

With more than 17 years of experience at Finley Engineering, Dean Mischke brings extensive knowledge and expertise to the Wisconsin Division. As a Vice President, Dean is responsible for the day-to-day operations of the entire department, overseeing and managing advanced communications networks, including PE plan approvals.
Starting in the Air Force, Mischke worked as a flight simulator technician, where he trained in electronics and as an instructor for pilot and navigational students. He then attended California State University receiving a Bachelor's of Science in Electronics and Electrical Engineering.
He started with Finley in 1990 as a staff engineer and after receiving his Professional Engineering License in 1994, has worked his way to Vice President. Over the years, Mischke's main focus has been designing and building advanced communications networks capable of cost effectively meeting the demands of tomorrow's consumer.
Ann Keller

Kentucky
Ann Keller, vice president, joined Finley Engineering Company with the acquisition of CAE, where she manages the company's Kentucky office. As an integral member of the CAE team since 1988, Keller's responsibilities include preparation of plans, design and specifications for digital switching systems, fiber‐optic transmission systems, digital carrier systems, LAN, structured‐ wiring systems, cable plants, cable television distribution systems, head ends and digital networks for telephone companies and private carriers. Keller also has considerable experience in video networks and designs for Fiber‐to‐the‐Premises (FTTP) outside plant construction and specifications for the PON and distribution network electronics. She has provided CLEC studies, reviewed business plans for technical feasibility and been involved with RUS loan designs and post‐loan engineering.
She received her Bachelor of Science in electrical engineering in 1988 from the Pennsylvania State University, graduating Magna Cum Laude.
Linda Leong

Linda Leong, Vice President and CFO joined Finley Engineering Company in 2009. She brings more than 20 years of experience as a CFO working in public and private C Corps both in the service industry and wholesale distribution, as well as non-profit organizations. During the course of her career she has developed comprehensive business plans, handled mergers and acquisitions, implemented transitions from decentralized to centralized operations, and engineered corporate restructuring to ensure business sustainability. She has written training and procedure manuals, established employee training centers and developed webinar based presentations.
In addition to a Master's degree in Business Administration with a Major in Accounting from Lindenwood University in St. Louis, Linda is currently working on a second Masters in Environmental Policy and Management at the University of Denver to provide the framework to assist clients in formulating the business case for renewable energy deployment as we transition on a national basis in this direction over the next decade.
Steven P. Senne, P.E.

Steve Senne has been a critical part of Finley Engineering's success since 1988, working his way from Outside Plant Project Manager to the Chief Technology Officer. Working in both the Minnesota and Iowa offices, Senne has been responsible for feasibility studies, central office switching equipment, project management, and supervision of the installations and acceptance testing services for independent telephone companies. In 1994, Senne became a Senior Project Engineer/Department Manager was in charge of managing numerous independent telephone company projects across Iowa, including Next Generation Softswitch, VoIP, and IPTV video deployments. In 2006, Steve accepted the position of Chief Technology Officer for Finley Engineering.
Steve is a graduate of Iowa State University with a Bachelor of Science degree in Computer Engineering and is currently licensed as a Professional Engineer in eight states.
Mike Bojanski

Mike Bojanski is currently Vice President of Human Resources at Finley Engineering in Omaha, NE. Mike started his human resources career in 1982 with Richman Gordman Stores. In his 25+ year career he has had the opportunity to work with privately held and fortune 500 companies including FDR, Cox Communications, Physicians Mutual Insurance Company and Huntel Systems.
He graduated from the University of Nebraska at Omaha with a BSBA in Management and Human Resources in 1977 and received his Masters in Human Relations from The University of Oklahoma in 2002. Mike is adjunct faculty at Methodist College in Omaha, facilitating an online human resources and leadership classes and at Creighton University in Omaha where he facilitates a traditional in class human resources course.
